what will a GM do to a guild member that empty the bank / kicks everyone off theGuild

So earlier this morning someone in our guild emptied the bank (only the valuable stuff), then began to kick all the online players in the guild that were bellow his rank (officer 5) and then began to kick offline players then left the guild.

Is this reportable to a GM? or to the support section of PWE?

    I'm not aware of PWE's policy, but I've seen other companies that won't do anything about this. The bottom line is, it's up to you to vet your own guild members before granting them this level of access to the guild's resources.

    Sadly, this ... for example, it's exactly the answer you'd get from Blizzard.

    Unfortunately Cryptic or PW do not believe this type of behavior is actionable, based on their prior comments with other issues similar to this.

    The basis for it, is that the guild leader allowed that player to have that rank, and was trusted with that higher rank. If the guild leader decided to make the guild bank accessible fully to that rank, then it's fair game. The morale here, is that the guild leader needs to set up permissions and only allow players they feel they can trust into ranked positions that grant them unlimited access to the guild vault, etc.

    It's unfortunate when this type of stuff happens, but unless it can be proven that the player who took all the stuff and left was a hacked account, then there is little recourse available for the guild in question.

    MMOs have been on the market long enough for this sort of behaviour to be fairly commonplace and well known.

    I honestly don't think GMs need to be the nannies of the community, since the tools for guild management are pretty easy to use.

    . . . . . The only way to know is to sent a GM Help ticket (H by default or the ?-mark on your Main Menu, choose GM Help then Behavior). I can assure you, you won't get a response to this by PWE/Cryptic on the forums, as this is an issue that they couldn't answer without an investigation and then the privacy policy dictates that they cannot post on the forums what they could do, may do, or will do on the forums. Because of this, this topic is not up for discussion and will be closed. Please use Support or PMs to discuss this further.
