Main Quest Question

After reaching level 20, and completing the tower quest, what is the next thing to do, I can not find a guide online, since the game is still new, and searching around the various areas that are designed for under level 25 characters.

    Go back to sgt Knox (and make sure you finished all the optionals in the tower region,_

    i don't have more quest to do, i did all the quest, the only quest that i dont do it was in the Blacklake the Cloacked Man, and in the Neverdeath Graveyard Tristopher Chettbell, because the are like evil to me, i finished the quest in the Neverdeath Graveyard, i returrn to sgt gnox i finish the quest but now he is in upcoming quest i travel to the others map and nothing

    I have to get to level 28 and then i got the quest, if only sombody tell me

    I will go back to the tower to double check, but I believe I have done all the side quests there.

    *EDIT*

    I think this may be level based because I am now level 22 and still can not get a quest from the Sgt Knox, or anyone, apparently I have done all them, spent the last 16 hours combing through all explorable areas to find a quest to come up empty. I have double checked the Tower District, it is the only tower area I can go to, even went through the tower 2 more times to make sure.

    Well he won't give a quest, just saying "1. Neverwinter needs your help", in the map he is listed as a future quest giver.
