Hack and Slash maps are great fun, with this game's combat engine being as action packed as it is. There are a few things you can do to not only manage the limitations on drops and XP, but still provide a lot of hack and slash content!
1) Include Story Elements
This can cause some delays between groups of enemies, but it can also increase the total overall XP. Current limitations stop you from gaining XP off of a group if it pulls too fast anyhow. Anything like talking to an Arena or brawler's ring coordinator for the next match/wave, or having to complete a section of dialogue to progress to the next room.
2) Diversify!
Use many different TYPES of enemies. If you are trying to fit a theme, re-skin them! This creates more interesting combat, because people have to adapt to different abilities. I don't know if the XP limiters currently in place track different types of mobs or not, but the benefits of diversified groups make this worth it alone. (No more mindless ogre grinding!)
3) Create a backstory!
Where are you? What are you fighting? Why are you fighting it? Why did that man at the market stall ask you to kill a group of savage orcs? All of this stuff can help legitimize action packed Combat maps with flavor. Fighting interesting, diverse groups of enemies is cool and all, but if you have no idea why you're doing it, it's just another XP grind.
My contribution. Hopefully some of the creators of the more action packed hack and slash style maps will take some of this advice to heart, especially considering the recent changes to the way XP is granted.

Even on a simple test foundry mission like making Barbecue Sauce, you will be surprised how much better it is... to have story elements, and dialogue, and choices.
