Can't put Third Rank into Threatening Rush

Is this bugged for anyone else? At level 37 I was unable to put a third rank into Threatening Rush. Saved the point, tried to spend it again at lvl 38 and still couldn't put it into the skill I wanted. So I spent it on something I didn't want, and my new point STILL couldn't be spent on Threatening Rush.

    I have the same issue exactly. Any others?
    Is it a known issue expecting its fix or what?

    I am told you have to be at least level 40 to put in the third rank.

    I wish, if this is the case, that it would say that somewhere on the Powers tab.

    I'll let you know when I turn 40.

    I had the same problem until I gained a few more levels, just level up some more and it should work.
    Tooltips in this game certainly needs some work.
