  thats your special ability gadget, I guess you have 3 resources. In my case I am thief I have similar thing and it empties when i use stealth. I dont believe you can get rid of it. You are using one of the abilities.

  That is your Divine Power Meter. This is the class mechanic of Devoted Clerics. Pressing Tab causes you to enter divine mode where your At Wills change to special ones that consume the meter, and your encounter powers consume full pips to generate special and powerful effects!

  That is your divine power meter. You press the divinity button and your spells change. Look at your spells and it tells you what they do while divinity is.active.

  I see, at least that explains why I didn't see it on my CW.
  
  But there is no way to move it or resize it? Its just a little bit distracting.
