i think you are reading it wrong, if you equip that blue you will get
+105 more power
+38 more recovery
+32 more defense
- 1 less AC
- 37 less critical strike
that seems a heck of a lot better than that lvl 12 item, unless you are going for the full crit build ... even then, that small amount of crit is not worth giving up that much power/recovery/defense
basically that item is just much better for a different build
if you try hard enough you will find a piece that is equal to that for a crit build

The auto recommendation system isn't always accurate. It is always wise to evaluate it for yourself. In this case I suspect the +8 versus +7 and higher defense of the green item is making the system evaluate it as better. But from your overall gains and benefits the blue item is actually better.
Its showing " recommended ' for you because you cant use the level 20 one yet . Once you hit 20 the blue will be recommended. The game actually weights the blues extra , so going the other way you will have to look carefully at level 22 or better greens to make shure it isn't better .
The above poster is correct, you cannot equip it so it will not recommend it to you. Let us know what it does when you hit 20 and are able to wear said item

recommendation system compares sell prices. It doesn't give any thought about attributes itself. You need to evaluate every single item. You really want to choose good attributes over price.
Loot generated items with the same price will have SUM of all attributes the same (except AC and HP, counts toward as well, just different ratio). Just differently distributed. Blues has price bonus so they will remain "recommended" a long after they actually fall to higher level greens.

Quest reward from the last Neverdeath Graveyard quest. Ring of Kelemvor. Level 32 item. +155 crit, no other stats.
Blue ring available from Lion Seal vendor. Level 34 item. +135 crit, no other stats.
That's right, you can pay 30 seals for an item that is beat by a level 32 quest green item. Hooray.

Incorrect! Last night I had 2 items locked due to being higher level and the locked items were being recommended.
