Foundry Missions and Character Level

So, I have been figuring out the interface for the Foundry and planning out my first adventure. Something I am not quite clear on it how the foundry handles monsters of various levels. If I make a map with orcs, but the character running through is high level, will he one hit them or will the game adjust for level? Conversely, if I am using "high level" monsters will they crush a teens level character that runs through?

    All foundary quests are automatically scaled to character level.
