Sorry to be a complete idiot, but can someone explain to me how to send a friend request? I'm evidently not bright enough to figure out what they mean by "character@handle"

Zzzz...your @name is the PWE account name. If you play other PWE titles, any custom channels, as well as online presence is visible in those other games. People can also message you in those games while you're playing NWO. Pretty ****ing awesome if you ask me!
You can right-click your character's portrait (in the top left corner of the screen by default). At the top of the context menu that appears, you'll see your Name@Handle.
There is a chat option to turn on full names in the chat window. It takes all the guess work out of it. I know more people by their @handle then by their character names most times. Handy if you got a big friends list as it tracks friends by account not character.
. . . . . Log in, input your account guard one-time code, then the very last option in that main menu will be to sync your @handle to your forum handle (nickname). The only reason this wouldn't work and return an error is if someone already is using your forum handle as their in-game cryptic @handle. In this case, you will be unable to sync your @handle and be stuck with two different handles for the forum and Cryptic games.

The only way you can get your forum handle changed is if it constitutes a breach of privacy or otherwise violates the Terms of Service but in most cases of the latter, users are banned instead. The same holds true for @handles, save for the method in the link above. You can always page a GM and ask though and if the cause is warranted, they may change it for you. I cannot speak for them in terms of absolute certainty though.

. . . . . . A work around could* be to have that person sync so their @handle changes to their forum name. You would then be able to sync, making your forum name and their old @handle, your new @handle. That would require contacting the person though oneself and asking for them to do it. *I am not sure though - just my logic really.

Umm... PW never had CoH. Also, they will only do this under rare circumstances.
