How do you enter into PVP at 28th LV?

I've have tried to search this forum without any luck. How do I find the PVP queues in game? I have gone to the PVP quest area in Protectors Enclave, but it says that I am too high LV. Any help out there?

    iirc just press the "k" key, if its not the first tab open then one of them is the the one where you que for pvp skirmish and dungeons, just have to press the que button, sometimes it bugs out and dosn't work for me, if i relog then it works
