Is there a way to track which Foundry quests you've done?

Is there?
It's already getting difficult to remember which ones I've done and I'd like to keep doing new ones.
Thanks in advance.

Every Foundry quest you have done previously will have the "Accept" button changed to "Accept (again)"

In STO you could tell if you had left a review or not but I am not seeing that here in Neverwinter. Am I just missing something or is it not in game yet?

I'm not seeing what your are describing in game Absolver. I know I've done "I am Slayer" for instance and it just says "Accept".
