Someone mentioned this in another thread and I was curious from a dev if this is being implemented or not due to costs?

Not sure where you saw this?
They have added voice-overs to much of their content.
The question remains what will happen to Foundry Content Voice-overs. The only thing we have is 'not at this time' and it has little to do with money.
The big issue with Player Voice-overs is how to ensure there's no offensive content or copyrighted material.

Some of the content is already voiced and the devs have said that it's their intention to get voice over for all the primary quest givers.
Personally I don't care much for it one way or the other, I'd rather see those production dollars go into other game content (voice actors are expensive), but the devs feel it's important in bringing the game to life for players and I can't argue with that.
*edit I believe it was in TotalBiscuit's livestream that one of the devs - Zeke - was talking about this and he said that some of the voices are actually done by the devs, even if they are just "placeholders" at the moment. So it might be fun to try to spot those ones
I read in other forums that peoplewith specific build of sound card were having problems with audio (and voice overs).
It's beta, I'm sure there's a lot of people with this issue and many others.

I noticed that some of the primary quests were voiced and some were not, and on top of that the final bits of the quest text were always unvoiced. Suffice to say I think they are either still working in it or there was a bug in the system.
I didn't hear the voices @ all with my first character, but after adjusting my sound they played fine. I'd still like that DM'y description once you enter a dungeon though. Just me I guess.

Just a thought on this, it would be a great incentive for foundry developers to create popular content if you made voice chat something that they could unlock. Like if they get a certain number of 5 star ratings then they can insert a certain amount of voice overs for their characters.
It should also be noted that I am famous in my D&D sessions for my many character voices.
This would also ensure the integrity of the creators because their other hard-earned work will be in jeopardy if they decide the path of immaturity and vulgarity.

This is a bit of a necro, but it's worth noting that the devs in STO often get voice-over work done for their Foundry quest of the month picks. They even got Michael Dorn (who played Worf in Star Trek) to do VA for a Klingon faction mission.
I thought that would be pretty rad, as a Star Trek fan, to see a quest you created brought to life by an iconic actor from the series.

I've been suggesting this for ages. Again the only thing we have gotten back is 'not at this time.'
Right now they are working on getting the game released so this issue is not on their radar at this time.

I didn't know that. This would be great to have, too. I'd like for it to be a bit more accessible but I think it would be awesome to get the developers (and maybe some icons of the D&D community) to do the VO work too.
Nice to know that at least this has happened in the past.
While this is a necro I'll let it survive for now depending on how many people decide to read the OP and respond 'the game has plenty of voice-overs!'

Yep, they pay really special attention to their Foundry quests in STO, work closely with authors who win the Foundry quest of the month picks to really polish it out, put in custom mechanics that the author wanted but didn't have the tools for, add custom loot, VA, the works.
Obviously it's not something they can do for everyone, but the amount of effort they put into it really shows they care and want to promote UGC.
