BW4: None of my character can use Ctrl+I

I cannot use Evocation with my characters; it always says still recharging no matter what I do. No timer is present on sun icon, I have no injuries, I don’t understand why it says still recharging when I use Ctl+I on alter, so I cannot use this evocation feature????

    I had the same problem yesterday. After four hours or so it starting working again.

    Just change the map instance and it will work again...
