In STO, one of the biggest foundry turn-offs is not starting back at the point you left off in a mission. To explain what I'm talking about, some of these missions can be pretty long; from 30 mins to an hour. And usually long missions use quite a few different maps in the mission. Because life is life, sometimes you have to stop playing in the middle of a mission and come back later. Well rather than simply putting you back on the map you left off on, you have to jump through every map you've previously been on. So if a mission has 8 maps, and you left off on map 6, you have to go to maps 1-5 to get back to map 6. Please tell me they've fixed this for NW's foundry.
I'm not sure what you mean, having never played the Foundry on STO. Are you talking about solo missions or group missions?

After 15 minutes, my house starts on fire and I have to stop playing. Next week when I finally get back to the mission, I now have to start at the beginning because no progress is saved.

Not exactly. Progress IS saved, but it doesnt put you back exactly where you left off. Long missions usually use a number of different maps, and you have to load into each previous map to get to the one you were on last. You dont have to complete the previous mission objectives from the old maps, but you do have to "hop" through them to get back to the last map you were on.
Also, it doesnt save progress on a specific map, it only saves when you change maps. What that means is lets say one of the objectives on the 3rd map is to kill 50 bad guys. If you kill 25 and then have to leave, when you come back later you will have to start the kill count over again.
Yup, this has been changed in Neverwinter. You will warp to the last map you were on when playing the quest, with no need to hop through the previous maps.
Not completing a mission in one sitting would increase the load on server. They would have to track changes for everyone for every object changed in dungeon. So I would see a technical limitation in implementing that.
