This is not the first time this has happened but I am going to persist until I get whatever stats I deserve this time. I spent a lot of money on astral lockboxes and got enough -thanks to tbar discount- to buy enough epic insignias to convert them to powder to upgrade the three insignias still not upgraded to legendary in my 4 slot red dragon wing mount and to upgrade the mount itself to legendary. NOT 1 point inched on the item level. made a ticket but like I said this is going to get fixed this time.

How many legendary mount you have right now?
My item level increased as expected. All I can think is that somehow you weren't using the upgraded insignia when you checked your item level. Did you perhaps change to another loadout? I've noticed that if another loadout contains different mounts, then an old mount and the insignia it contains all get moved into the stable. It annoyed me at first, but it's also a way to store insignia without using up inventory slots.
Edit: Or were you in a scaled area when you checked your item level? Try checking again in your workshop?
No, I am not talking about insignia here. Only about mount.
You mentioned the red dragon wings were in the stable... the insignia only contribute when they are in a mount that is one of the five active mounts... is that maybe the problem?
You can have insignia in mounts that are in the stable, but they are just stored away and are not active. They only get used when you use "swap out to stable" to bring a mount out of the stable and make it active. I use this with loadouts to have different mounts with different insignia... for example, a gold loadout where the mounts all have prosperity insignia.
The mount storage "area" is not a "stable" (unlike the real life terminology). It does not really have a name in game. Let us call it "barn".
The above is to choose a mount to "swap TO stable" (from barn) to replace a mount (currently) in the stable.
So, "stable" is the front end and can only have 5 mounts. "Barn" is the back end you keep the other mounts and their insignia has no effect until they are brought to the stable.
By the way, you can ride a mount which is not in the stable. Riding a mount does not mean it is 'active'. It does not mean its insignia is active. You only get the mount's appearance.
In addition, IMO, keeping insignia in the mount which is parked in the barn is waste of resource unless you have set up some loadout configuration. One should always take out the insignia from the mount before the mount is moved from stable to barn (unless there is a loadout angle to play with).
So, the stable is the five mounts on the left, and it's the insignia in those mounts that will add to your item level and stats.
All I would say extra is that I think there is a use for leaving insignia in mounts in the storage barn... it's a way of storing insignia that doesn't use inventory space.
On the IL topic, can you get to Menzo and also the most recent mod Narbo-whatever-it's called? And what gear are you wearing? The reason I ask is that in the campaign store for Menzo, there are some orange leg gear choices, they cost 300K each plus some campaign currency, and if you then look in the new Narbo campaign store you will see enchanted mythic versions of those same gear pieces, to buy those you need to have the leg ones which you have already bought from the Menzo store, then all you need is to grind the hunts and earn currency to upgrade them to mythic, that's what my wiz is wearing right now and I'm working on my DC at the moment, one set for healing, one set for DPS.
If the mythic one is giving you 500 when you slot it, and as you say your IL didnt go up on upgrade, that means that the orange insignia was giving you more IL than it should.
