cant make twinkling key anyore

in Bug Reports (Xbox One)
says requires completion of quest titled uncovering the threat.... the first whole area bar is maxed and have been making keys and now blocked.

    also doesnt matter if i access store from iron tooth or soul keeper

    Having the same problem cant make the keys anymore saying i need to complete quest which i have done already
