Yes, I would say it is working as they intend it to work. It's annoying, yes, but nothing that is too annoying.
It sounds like the issue is that the proc on the ring is sending the player into combat when there are no enemies around.
I can see how having threat would send you into combat, but what do you have threat on if there are no enemies near? Perhaps the range on the ring is unusually large?
