Bugged again Bel Dark Glyphworks

The portals are open, but nothing inside. Bel is not up and it is stuck in progression. I cannot increase my amulet to 20% for daily since nothing is there to kill. This is after the reset you already did today. Please fix this mess.

    same went to about 10 instances and all the same portal up and no encounters spawning so cannot progress daily cap.
