Watcher ME spawn rates

the last 3 days i have beat about 5 watchers and lost to 4. All of the first 9 spawned in center of ME instance at second boss room for me. I only had to make 3 - 6 runs to get each of them to spawn with about 3 watchers per day. The reason I'm posting is becasuse today I have had many groups and lost count after 30 runs and not one watcher has spawned for anyone. Now if there is some limit per week that no one knows about and you happen to be grouped with that player that is unfair if its affecting everyone in the group.

    the only thing i can think of that might have been wrong was that the group leader was doing WEs. She had this idea that if the first door was not locked there was no point continuing the instance. I tried to tell her they always spawn in the second boss room. Can anyone confirm this is the case? We simply left the instance and continued the same WE quest over and over for many hours not finding any watcher spawn. I even ran around 10 or more ME runs today without a single watcher.
