Skirmishes??? LVL 5-13???

Hey, so I just accepted the blacklake terror skirmish quest and I'm unable to see skirmishes in my queue list.

On my other character I can only see skirmishes after lvl 70.

Is this a bug?

The low-level skirmishes were temporarily removed when Queue changes were made.

When you say temporarily removed do you mean that they will come back or is it temporarily removed like the original dungeons were and other than a limited time event we will never see them again?
