Not sure how to report this new stuttering

Just played last night and all was smooth as silk. 20 minutes after the maintenance I have persistent and frequent stuttering (hitching). I have been all through this before and got a my rig upgraded when we had this type of problem with the new mod. First I guess I have to ask is anyone else having similar stuttering for no apparent reason, not rubber banding? I run both Windows and my games off of 2 Crucial MX500 SSD's witch is what stopped all my stuttering before but even turning down all my graphics from Ultra to high and then low did not help. This does not act like a hardware issue. My nVidia drivers are up to date at version 430.86. Everything else was updated as of January. Many people say Windows latest upgrade, 1903, broke gaming as we knew it but I have not seen any problems until now and that upgrade was last month. Where would I begin at this point?

    While I was waiting to see if this is an issue for anyone else I thought I would recheck my hardware. Reinstalling my video card drivers had no effect but since the last time I had any issues like this I upgraded my drives I ran a Crystal Disk Mark and they look the same as when I first installed them. I have both SSD's overprovisioned by 10% and have enabled Momentum cache on my OS drive.

    Sounds like rubberbanding, maybe just not as bad, due to lag, rather than something with your system. How good is your internet?

    Not rubber-banding. It acts like my SSD is bottle necking but I triple checked all my drivers and speeds and all is the same as when it was smooth.
