Looks like it doesn't respect the player's accuracy stat, I've noticed the same thing w/ Icy Terrain with capped Accuracy, it can still be deflected. I'll do some tests later and post the logs here.
There are a few powers that appear to ignore accuracy and have a very high deflect rate. For example my Paladin's "Bane" and my war triceratop's "Trample". The latter also appears to ignore critical strike.
I haven't run ACT but on a level 80 map (e.g. Lost City of Omu or River District) I would guesstimate around 30-50% of attacks get deflected even with ~86000 accuracy.

Yes.
Tyrannical curse (daily power), War Boar's Instincts and other.
Under special column, 'Dodge' means Deflect.
Chill Strike: (No 'Dodge'):
