Quartermaster Enchants bugged? Nerfed?

I usually get a significant number of spoils of war when doing my dailies. This morning, nothing. My QM is 14.5%.

    So, apparently it's an issue for the questing areas for Acquisitions. I get no bags (not even the low level bags) while killing mobs in those areas. But when I quested outside those areas (e.g. Dreadring), the bags started dropping again.

    I would get some, but ya, you get lower end ones there, I also forget and opened up my lvl up .. you get reduced rewards from it as well.

    There may be some general issues with things active in different areas in Mod 15 - or there may be some old issues that I've just not noticed before. For instance, I put some Exp/Gold/Glory mount insignia on a couple chars for Mod15 to bump up Exp/Gold a bit. Went to Sharandar, noticed that my single Utility enchantment was boosting XP - but none of the Mount insignia were. Exited Sharandar to a different area - suddenly the insignia XP worked again.

    Small update on my last post, which I'm not getting the 'Edit' icon for atm:

    Checked again this morning - my Mount XP insignia actually work in the Sharandar 'hub' where the tree/Merissara are, but do not work in the Blighted Grove area or in the Master of the Hunt skirmish.
