I started working on this campaign, I finished chapter 4. Chapter 5 is unavailable and the river district no longer shows up on my travel map (so I can get there to work on dailies to keep advancing the quest).
I've completed "The Heir Apparent:"
I can't start Clear the Docks as I dont' have any evidence of Evil items, and I can't do any dailies because the Icon for the River District no longer appears on my map.
So it seems I'm bugged or stuck or um horribly confused.

River District is no longer on my Travel map. There are no quests I can pick up other than repeating chapters 1-4. Seems I am bugged and blocked on continuing the campaign.
It seems very odd River Distract was removed as a travel destination part way through the 1-4 chapter chain. I had to actually go there at the start... Now the only thing is just missing as a travel destination (not grayed out but not there).
It turns out I was just being a bit clueless, I had gotten use to having tons of quests on Lord NeverXX. I completely chapter 4 and didn't see an obvious quest to pick in the list of available quests. I even opened them up and read them, and didn't really notice anything that seemed "next step".
The part that was confusing was that the River district had always been on my travel map but was unavailable. Then I started the quest and it was available, then I finished chapter 4 and the river district was gone from the map. This made me think things were bugged rather than me missing a quest.
While I take responsibility for this, for new players it was a bit bewildering. I finally googled more and found the quest I needed and who gave it then went back to Lord Never and there it was
What would be nice is for the icon for neverwinter to not simply disappear but be disabled this would have pointed me in the right direction much sooner. But also it was my fault....
