Campaign Completion Token is kinda fake

Hello,
During recent Zen sale I decided to create a new toon and buy some completion tokens. After using some of them I realised that I have to do quests nonetheless or else I will have content blocked. Here are exampes.
Dread Ring: You get mithrill gauntlet unlocked - cool. But you have to finish base questline, cause you don't have access to daily quests like Dread Spire etc.. So basically I can forge the gauntlet but can't use it.
Storm King's Thunder: I used it and cannot access FBI cause I didn't got the item from SoMI which gives 30% everfrost resist. I still have to complete base questline in SoMI to get this item.
Also - after using completion tokens I still have quests in PE which are asking me to complete the campaign. That's not a user friendly solution but a minor one. The fact that I still have to grind campaigns after using token is really bad one.
