Where's Riff? Rendevous with Riff?

in Peer to Peer Tech Forum
For some reason, I am unable to "see" Riff for this quest - I'm led to the spot but nothing there.

Is this a known broken quest?

    That quest is part of the Protector's Jubilee event. You needed to do that when the event is active. The Protector's Jubilee event is finished until next year.
