Ravenloft Starting Quest

Can you only get the starting quest for Ravenloft from Sergeant Knox if you have fully completed The Cloaked Ascendancy?

I have finished it and can get the quest but my wife hasn't finished it and she can't.

    I got the quest from Lord Neverember.

    I haven't even checked after the crown in the vaults at the beginning... I got the quest.

    I've barely started Cloaked Ascendancy, and I got it from Neverember

    It seems the consensus is, if you finished cloaked ascendancy, you get the quest from Knox. If you have not finished the cloaked ascendancy, you go to Lord Neverember.

    I have finished mod 11 on everyone and gotten the quest from Neverember.

    I got all the campaigns finished as well, and got the quest from Neverember.
