Charm of the Serpent not procing

It looks like the artifact doesn't proc (both damage and debuff) out of combat no matter how close to the target. Also, in the description it doesn't state how long the debuff lasts. I tested it on mythic rank and it lasted 6 sec just like Lantern of Revelation debuff.

Edit: The visual effect on this artifact has been reworked.

    After more testing, it turned out to be working properly. What confused me was the visual effect. I didn't expect it to be working within 20 feet or so only. The cone is wider than expected which is nice.
