  Maybe send a PM to @miasmat. He's one of the programmers for the game, he might be able to look into it further. Tell him your character name and @handle and exactly what the problem is.

  Which character is having the trouble? You have a bunch of them and I'm not feeling much like Lewis or Clark today.
  Here's what I've been telling people who are having trouble upgrading their artifacts. It seems to work as a workaround. We have a real fixing coming this week (I think).
  
  All the other cases so far have been people with partial progress toward a level, trying to upgrade to the next quality tier. The workaround is to drag the top bar on the refinement window to the right side. This will max out the current level. If you touch the lower (purple) bar, it'll try to put in too much RP, which will prevent the item from upgrading. We have a fix for it coming soon.
  So drag the top (green) bar once to the max to get the committed RP lined up with the top of a level. Then move the lower (purple) bar to upgrade.
