blue insignias are irritating especially the ones that get put up for need or greed. they are like 100 on the ah. absolutely worthless. why not purple drops instead more people could actually use those to help their toons, and I miss enchant drops in chests at the end of epic dungeons. I'd much rather have a r 8 9 or 10 then a blood ruby. most of the time I didn't use the r8s or above that dropped for refinement. I sold them or helped my alts with them rubies aren't worth as much as enchants.

Now get your tinfoil hats on and I'll explain why RP is dropping instead of enchants. To remove AD from the game and generate some income.
Refining enchantments is cheap until the rank 6 - 7 upgrade. Up to this point you get the regents from evoking or leadership, for free. You also probably won't use a ward because it isn't worth it. Now at 7 you need 1 GMOP, cost 18750 AD in Bazaar with VIP, and, lately, more expensive in AH. This is an AD sink.
Naturally, when spending that much AD you're going to use a ward. This is income generation (I'm not hating, devs gotta eat too).
Along that thinking if enchants were to drop they would be rank 6. I'd rather have the ruby.

My guild leads and I went on a recruiting spree awhile back, and several new-ish players were brought in. A day or two later, we were running influence, and lo'! Dragons descended! We found the "culprit," the lead got him into chat, and discovered he sank a lot of cash (oh, and I do mean "a lot") into the game, bought all kinds of things off the zen market (obviously including bells,) and had no idea what any of it was or how much it was worth. It took a good while to convince him to stop putting his campaign currency in the coffer everyday because he would eventually need it. There are indeed players who jump in with both feet, for sure. I may be misunderstanding what you're asking (and I apologize if I am,) but the "everything can be free" way to farm epic insignia would be farming AD for zen, then buying VIP and key bundles, then opening bunches of boxes.
