You get this item from River district campain.
Note is about Lord Neverember, sayes he is broke and instead for a reward he gives you this note/scroll that once he is rich again, he will give you a real reward for it!!
This reward is for you supporting him in bad/broke times...

So this can only play out in 3 ways....
1. These scrolls will be used in next campain to get boons and most of important stuff before players not having those or vendors bying them for lots. Side effect all players that sold or discarded them with comment this note is as much worth as paper its written on will be crying.
2.This item becomes worthless like 90% of all campain items in this game.
Items like campain books sold sometimes for 1 ad just for reason it could not be discarded. But this adds a big effect to this game this time!!
The word!! of Lord Neverember, protector of all relms and king of Nevervinter is talking this time lol.
If this item becomes worthless he's word is no more important that a HAMSTER from a hamster lol!!
3.This item becomes averege, Lords word a disappointment and game feels boring... No excitement at all just like opening chests in this game...
There is one more possibility though...
We will not now the porpose of this item during next expantion.. but this makes game developper just evil,forcing us to have this item in our inventory bag or bank for no porpose at all...
Of corse I have bought lots of them... and for me its win/win cituation!!
I can get rich or I get the question answerd!!
Is Neverember trust worthy or not!! If not we need democracy and wotes to get him fired from his post. More trust worthy king needed....Fast

    I stacked them all (from my various toons) in a shared bank slot. At least, they are stackable. Think about what if the dev is so 'evil' to make them not stackable. :)

    At the moment, I consider them as junk bonds. :)

    While the Devs may do something with them, the far most likely truth is that they are a joke item. IOU is a fairly standard trope for a debt which will never be repaid.

    Pretty much. Even if there ends up being a reward or story or lore payoff for keeping them, it's not going to be anything earth-shattering because they can't make it grossly unfair to players who didn't keep them.

    Also, they are unbound and relatively easy to farm. Had they some intended value, this would likely not be the case.

    It would be interesting to know how many of these he have been handing out. Probably more then he will ever be able to pay out. Unless there is some payout in Mod 12, I say Mod 13 will be the lynch mod. We might need a new king.
