I would guess around 1200 and probably at least 15% AP gain from mount

Even with the 25% mount and 8000 recovery + AP cloak, I still have to make use of RA often to perma SoF.
You pretty much have to go justice, and have 5 points in the first heroic feat for 5% AP for popping TAB. Being able to pop TAB frequently is sure way to perma without depending on RA.

Mine is up all the time, but there are a fair number of factors that add to this, at least for me and you can substitute more recovery if SoF is the only goal.
I have about 4400 recovery, 650 AP gain and the flail snail and an AP gain cloak to help refill AP, I used to have much higher recovery and AP gain but found it was overkill 99% of the time. I have not looked recently at the %AP gain number, I think it was as high as 55% in the past, so I am thinking it is more like 45% now and the snail does the rest for me.
There are some feats and boons that add to AP Gain also, I have most of these maxed.
Recharge speed is helpful to refresh the encounters to do more damage to build AP, so a Book Imp and Intelligence might be of interest.
Elemental Fire weapons to give the occasional refill as well - although it is not 25% of the time IMO.

This, so much this. Even though most paladins are justice and that helps a lot with cooldown reductions and ap gain, they still overstack recovery like it's the happy hour.
I second what armadeonx said, you do need an AP cloack if you want that SoF. What necklace are you using? Are you pve only? Protection or Devotion Oath? If you pve only, you should have an AP gain cloack that increases your damage output and that has crit as one of the stats if gives you, like lostmauth/black ice/imperial etc depending on your stat allocation. I wonder if Orcus set is good for pro paladins as the more damage they deal the tankier they get with TW.
The amount of AP gain you wish to know really depends on anything else in your build that effects AP gain. For example which encounter powers you are going to be using, did you go justice? If so how often is Vengeful Judge going to Proc for you, are you going to be Tabbing to gain AP via the feat? Snail Mount? Fire Weapons? The list goes on, and that's before we talk about recovery, ability modifiers, AP gain stat, potions, AP cape etc...
I'm a theorycrafter, that means I can answer fairly deep questions with scientific theory, mathematical proof, and some guessing. Ask me stuff!
