Starlight Bag in Low lvl Characters

Hello.
I'm not getting any Starlight Bag from my low lvl characters; that's how it is?
I have tried with 3 characters (lvl 21-23-24 respectively) after successive rounds of 10 gifts each, and I have not even gotten one, only 1-2 stars, some Light of Simril and Lumens.
Is this supposed to be okay?

    From my experience i did start getting starlight bags to drop for me and for my group until i was level 30 or higher, i was in a 20 gift each group with a level 29 and got no gift, as soon as i got it to 30 i started receiving gift

    Yes you would think since you have to be level 15 to get a free parcel each day that that would be able to fully participate but as far as bags dropping they must be atleast level 30, and there is no clear info put out about it either, its just something me a friends can say is very accurate

    Ya it's supposed to be lvl 14 or 15 for the gift event. Below that you can visit the area and do the event stuff but no gifts. Not sure why there would be a wall for lvl 30 in there, I've never had that problem! Last year I started like 10 toons DURING this even and got them just high enough to recieve gifts. During the gift exchange I did fine...

    Maybe something changed this year to stop what I and others did last year (Creating toons specifically for this event).
