Combat HR and recovery

I have been going through a lot of guides, forums and YouTube, and have only had one source reference that more recovery is good with combat. With that being the case, most builds don't spec much into recovery. My question is, what can we change in "the common" build?
The imperial neck piece looks like one good source. If I have enough armor pen, would it be wise to swap my lostmauth neck for the imperial?
I swapped my lostmauth belt for dex belt, not looking back. I already do more damage. So should I trade our my horn, and for what?

    I can speak for PvP, going for high recovery is not really worth it. I tried it with 18k recovery and plant growth was at 10 seconds. The thing is that you lose your damage since you cannot aim for high crit then so going for high crit and having a huge burst potential is better, in my opinion. I don't know if it is worth it in PvE tho ..

    I tried on preview (switching azures to silvery on my pet) going from 4k to 16k.

    It depends on the rotation you want. If you focus on single target with TC/GW/TS then you don't need that muck recovery. My 16k was overkill. The story is different if you bring in Plant Growth as the cooldown is longer. I tried both TC/GW/PG and TC/TS/PG.
    Everything works pretty fine PVE-wise from a rotation point of view at 16k but you obviously lose on crit (about 30% in my case) so you may need to find a balance there.
    In high-content like FBI and Svardborg with few and large (in size) targets I'd rather use TC/GW/TS, focus on crit and just get the recovery you need to get a smooth rotation.

    I'm trying to use PGA. I like this ability a lot. What would be the ideal amount of recovery to optimize a rotation with PG. Also, what should a target for recovery, in general, be? I'm trying to stay combat but might go back to trapper. I feel trapper deals with mobs better.
