I play NW from two locations, at home and at work. At work, I have installed the english client, at home I have installed the german client (switched to the respective language, to be more precise). When I played NW at home (in german) and then start NW at work (in english) the next morning, I have to confirm the EULA. When I return home again in the evening and start NW there (in german), I have to confirm the EULA again, rinse, repeat. This happens every time.

So, this makes total sense and is an unfortunate side effect of swapping client language.
Any particular reason you like to play in two different languages?
Would it be possible to omit the language information when you store the EULA? I'd expect to confirm the EULA again only if ist content changed, not when the language in which it is displayed changed. But in the end it is not a serious problem that requires an emergency fix ;-) I was just wondering. I can live with clicking the "I agree" button twice a day. ;-)
