I would love to know the answer to this myself, so if anyone knows. I contacted Live Chat, they were no help. Its been down for over a week and there are not timelines in place for when it will be live again. If anyone can link me to an area of this site that posts that let me know. I have a classroom full of students that are 7 weeks into a Level Design project that have not been able to access their work for the past 2 weeks. Thanks in advance.
From previous module releases, the down time can vary anywhere from a week, to I believe the longest was almost 2 months. I'll try to pass the word on to some connections in the community, but I'm just another player like everyone else, so I can't guarantee any responses from folks in an official capacity. I'll do the best I can.

The foundry always goes down after a major game update. It has something to do with how all the various foundry missions are catalogued. major updates disconnect the catalogue from the main game database. This means every single foundry mission has to be effectively republished, one by one. So, considering the thousands of foundry missions in the catalogue, this is a process that can take some time. If everything goes smooth, the automation can do it in a couple of weeks. However, there have been cases where the automated system simply stopped or failed. And went unfixed, or unnoticed, for months.
Basically, if it looks like the catalogue is slowly growing day by day then you can expect the foundry back sooner. If it looks like the catalogue isnt growing, expect a much longer wait.
Cryptic doesn't really support the foundry. It's doesn't provide them an avenue for revenue (despite many good suggestions on how it could), and low/no ROI (return on investment) means no resources allocated to the project.

Sad. Those who were around from the beginning remember ...just from Mod 2 here, but even I remember... when The Foundry was one of the major marketing points of the whole game.
"Infinite game content produced by players like you!" Not the exact wording, but they definitely we're selling the game with Foundry as the best feature.
Some Foundry authors have written dungeons far more interesting than anything from Cryptic.
We used to love "Foundry Hour". Always a new and quirky adventure with decent treasure.
We'd be replaying some of them now if they weren't stripped of every last reward.
They should add some basic rewards and market it again. People who flock to it. There are dozens of great (and free to Cryptic) content there. Seems like a great ROI.
Opportunity cost.
