What is this new "unlock" thing

(my english is terrible)
hi. i want to ask here if someone knows it is just for me or what the hell is this new piece of... when i try to trade, send items in-mail, post something in the auction house i recieve the same message "unlock sending items in mail by completing five of the following quest chains. return of the crown, tower district, the plague tower, blackdagger ruins (2 chains), neverdeath, or helms hold." it means i can't do ANYTHING until i finish with neverdeath?! are you kidding me? that's a bull... now i'm level 31 with no plague tower quests and neverdeth quests completed (because this is a pvp character) an i can't do anything xd jesus craptic what is this supposed to be??????? i can't trade, use the mailbox, use the ah until i finish all of these quests at all. it's a freakin joke????? -.-
