Bought some off ah and its not giving double. Did they change this to only dropped refinments?

    2x enchantments and runestones only come from drops and packs such as companion Augmentation. They don't double if you buy them directly from auction if that's what you mean.

    2x refining is something totally different than 2x dropped enchantments. Check your calendar in game for when refining is

    Played for a couple of hours tonight and didn't notice more dropping

    You should easily see it from Fey Blessing's, Stronghold HE's, Steward Incentive packs (these 3 items will reward 2 instead of the usual one), The quarter hour (:15) events in many zones (gold reward is 5, will get 10 during event, lower rewards are also doubled), and leadership chests that contain enchantments, among a few more things.
