Why there is SO many lags?

This is typical valindra on Russian server, it lags 9 out of 10 times. And usually it lags much more than on this video. And other dungeons, like Lostm(5 of 10), malabog(4 of 10),Shores of Tuern(sometimes 10 of 10, on weekends) lags too. Is on EU server same situation? Or only we have to suffer so much? 
And the video does not convey just how bad it. Ten taps to use tab or other skills, character jumps back and forth, freezing character, no loose AP after daily, bouncing incorrect cooldowns of skill, hitting targets without damage, and many other problems.
You can see jumps of my gwf at 2:00, i just used 1 shift at time, but as you can see...
And if go on Russ forum, answer will be "ddos, lags, can't do anything, maybe your net problems(but everybody on server have lags like this)" or it can be just ignored. Not cool
