Elemental Evil Campaign boons

I have 8 characters that I had levelled to 70 before the last update. Some had done all of the areas for the elemental evil campaign and some I had done the minimum to get me to the next zone and I had progressed to the higher ones to get XP more quickly. When the changes came some of the characters were able to get all of the boons etc immediately and some required a revisit to complete the areas.
Trouble is, for example, one character had to finish the last zone on Rec Rock (aid Capt whats his face). I ran over there, was able to get 4 out 5 of the quests to get done but the 5th (that is needed to complete the zone) is nowhere to be found. This means that I will not be able to get the boons.
Some people say its because I am over levelled for the zone. I know its probably my OCD kicking in but it would be nice to have all the quests done.
Any ideas why I cant progress? Why the quests giving the rewards are not available?

    Find out who gives the quest, walk up to them and talk to them. If you are overlevelled the marker does not appear above their head but they still give out quests (usually).

    Have done that, there are no quests available, in fact I went to everyone that gives out quests in Rec Rock and the only ones I could see were the repeatable ones that give elemental earth and XP as a reward. I moved onto Fiery pit and again, I managed to pick up just the one quest from Lucas, did that got 1/5 of those complete now and there are no more to be done. Is there a solution to this?
