How to complete "new" Elemental Evil quests?

Hi there!
I was going to those maps, where i had missed or jumped content previously while leveling up to lvl 70 and for example in Reclamation Rock when i go to Cpt. Dunfield i can only do 2 out of the 5 quests, same in Drowned Shores i get only 2 out of 5, while in Fiery Pit i can't even find an NPC, who would give me those Corrupted Texts needed.
Is there a daily limit or something i may have missed?
