Are blood rubies/artifacts from tarmalune merchant bound?

I'm asking this here because I'm only on Xbox and Underdark is around 2 weeks away.

    I think they are account bound, but I am not certain. I know the dusk armor from there is account bound.

    Would appreciate getting a realible answer to my question... just look at merchant items and read if it says bound to account/character on pickup or equip.

    All the tradebar merchant items are BoE. Coalescent wards dropped from 400k AD to 130k AD on the PC AH because of this.

    On PC it's a pretty bad deal though because a stack of peridots is ~50k AD.

    Only the ones that are bought from the tradebar store or Zen Market. Coal wards you get from invoking are still BtA.

    Ok, just need an answer now on a different item. The option to buy the R7s, are they random or do I get to choose which R7 I want?

    You get to choose but it doesn't include CTA enchants just the ones that normally drop as rank 5s.
