Stronghold off-hand weapon is bugged

Hi.
I just took my stronghold weapon and swordknot and tried to refine them. Mainhand was refined just fine. But I cant upgrade my off-hand. there isnt the option 'Refine' when I right click on it. Also added a screenshot. please check it out. thank you.

    Any moderators seeing this? This is an important issue after grinding so long for stronghold weapons. really frustrating. Thank you
