Hi!
I am a HR - trapper. I am not really ok with my dps. I trained the chararcter with the help of tutorials.
I use the following powers:
constricting arrow
hindering shot
fox cunning
Question is that should I change these powers?
At wills and dailies are ok for me.
Another question is about my stat.
I have about 40% crit chance and 16k power. Question is that what numbers should be the goals for me considering these two stats?

40% crit chance is rather low for a hr. crit is better than power until you reach around 60%
post your feats using nwcalc.com and tell us which path you are.
if you are using any at will different from careful attack you are doing it wrong
I agree with rayrdan that 40% crit is not through the roof, but it is likely significant enough at present to handle most of your needs unless you are fighting 4K IL teams in PvP all the time. Also make sure your ArPen is where you need it. At least 60% for PvE. As much as you can gather for PvP.
This is not directly applicable to your post, so please excuse if presumptive. Also...pay attn to your passives. I was running AoS and Crushing until i realized that the damage from AoS could not compensate from potential survivability gain in running other passives. Slotted Lone Wolf in place of Serpent, and re-specced for more LS. Ditched Trapper's Cunning for the first LS boon from combat tree. With 35% deflect (before add'l deflect and DR from lone wolf proccing) and with LS of 18% ranged and 23% in melee (without SH boon), I stay alive a lot longer in PvP and rarely go down in PvE. Can't emphasize LS enough. With our root ticks and our DoT from Aimed Strike, etc, it is a godsend if you have enough of it.
Also...to the solid advice of aaramis above. I am a full believer in running longstrider/gushing in a boss fight. Way underrated, and not enough HRs do this, IMHO. Apply careful attack (rayrdan is correct...gotta have it) until you get a crit, then hit boss with gushing and watch the damage numbers cascade (and the LS if you are specced for it). But, that said...sometimes you may be running dungeon or skirmish in a party with ineffective heals/buffs. If this is the case, slotting fox for the free dodges can sometimes make the difference in keeping your DPS and youtself alive so that you get the boss on the second attempt rather then the 5th or 6th.
Your current rotation is the standard PvP setup, and I've caught HAMSTER for not using it...but when I crush someone with Plant Growth, I feel just fine about it.

Heroic Feats:
Predatory Action 2/5: This one wasnt my first choice. However I had a few points left and needed to decide whether to put them in here or into Stamina/Less Threat/Actionpoint gain. Since they modified Threat-generation a Hunter would always end up building up alot of threat. -4% threat wouldnt make any difference though. Actionpoint gain is not as important since You will get your Action Points really fast anyways. Stamina is a key part for Your survival and I will explain this more in depth later on. For now: this feat lets You REGENERATE stamina faster which is not what we will use for Stamina recovery.
Weapon Mastery 3/3: Like i mentioned before, crit is very important. Theres no way around 3/3 on this one.
Thoughness 3/3: This one is a must in this module since 9% max HP will end up being around 6-9k HP.
Agile Combat 3/3: 3% damage after switching the stance for 5 seconds. You switch stances every 2 – 5 seconds –> 3% raw damage increase.
Endless Assault 3/3: You only deal damage with enounter powers –> 6% raw damage increase.
Lucky Skirmisher 3/3: 3% Deflection. Like i said, if You lose control of the fight only Deflection will allow you to take a hit or two.
Disciple of Dexterity 3/3: Even more damage…
