First of all let me start with a short introduction. I've been playing Neverwinter for two months now and I love it!
I play MMO's for over 15 years, yes I am that old. I started with Ultima, play WoW since day 1 of the game (up to this date) and in between have played a lot of Aion and Guildwars.
I also dare say I am a fairly good PvPer. In WoW, before uni and work kicked it, my arena team was in top 10 in Europe for 2 seasons in TBC. In Aion I was in one of the best PvP guilds, certainly the best on my server...I am not saying this to brag, I am saying this to point that I believe I have decent PvP mechanic understading, even if Neverwinter is an action based MMO.
Let me say that Neverwinteri s the first MMO in ages that I have thoroughly enjoyed PvEing as a result of the great combat system...
For PvP as I was leveling I did a couple of domination matches and despite the fact that there were a bunch of twinks I found it amazing and tho, wow, this should be amazing at 70.
However, as I hit 70 I got thoroughly confused...I mean, I grinded some gear first, got my item level to 2200 knowing full well it wasn't enough, but I never expected what happened next.
I went to domination match and people with full gear were one or two shotting me. Even in Aion that was by far the most gear depended PvP MMO I played things didn't seem this bad. This is really off-putting for a PvPer like me. I have now done like 20 Dominations and lvl 70 and won only 2...and even screw that...what particularly puts me off is that I can't even do damage to a fully geared 4k item lvl player and that I get one shotted of course. How am I supposed to save enough glory for the epic items? I even bought gear with tenacity having ~ 1.5k tenacity.
Honestly, I have never seen anything like that. I can't even scratch geared people...like I literally can't take even 5% of their health.
However, it strikes me that even lack of tenacity isn't the problem. The problem to me seems to be boons imbalance and enchantments.
Cryptic in my opinion if you want to keep players playing Neverwinter for years on you really need to work on this. Without PvP it is a matter of time before players get bored of PvE to keep a steady player base you really need good PvP.
My very basic suggestion would be what we have seen so many MMORPG's do. First of all scale item level gear to 3,000 for people under.
Scale PvE gear to a max item level.
Make enchantments/stones that are the same as the ones for PvE obtainable from PvP vendors that work only in PvP combat.
I'd also suggest that you consider adding 1v1, 2v2 and 3v3 arena. Of course, at the moment that probably won't work because of the imbalances and the fact a high burst 3v3 team can probably just run over a team with a healer etc. However, if some work is done on the balance this could be a lot of fun! Even more, for arenas you could make everyone participate with the same gear or cap item level...stuff like that...
Just some thoughts, because I really want to play Neverwinter for at least another 8-9 months as my main MMO, until Legion comes.

I have 4200 item level... I still feel your pain...
Oh, one more thing...Cryptic...work on your queueing system... At least attempt to group premades vs premades and teams to be roughly the same item level.
I would much rather wait 5-10min in a queue than get one shotted!!!
one suggestion, forget arena domination, its occupied by premades majority of the time. play gauntlgrym battleground as majority of normal players
Feytouch + negation + other various enchantments added to the mix = god mode
This was without the new drowned artifact weapons... imagine if he had them?
100% hp 100% of the time.
Also beware the new repel rings! All dot skills will push you away if the enemy retreats!

As you already have realized, this game is uber gear dependend. 2k players cant do anything against 4k players in a direct duel.
Also note, that even 4k vs 4k it depends on your class and the current metagame (aka what broken things are going on right now).
With that in mind, NWO is NOT a competetive pvp game. You cant even take pvp serious here. Its just there for the fun to clash against each other.
And about your suggestions of match making, brackets and all that stuff… this things were suggested 2 years ago… and it got worse. You cant implement these mechanics here because the pvp crowd consists of maybe 50-150 players.
The population is so low, dont even bother in NWO if u like ambitious pvp.
as pointed, pvp is gear depended, but not as armor depended but mainly enchant, boons ( or artifacts) depended. if you like pve focus get them.
pvp crowd is a lot bigger than 150 players, but mostly inactive right now, because pvp has a lot less reward than pve and this game was starving at low rewards at all for a some time now. you will see big difference after pvp event (NCL) start again.
i agree there should be longer queing to get better matches
as pointed pvp here is for clash each other but still is plagued by pvp or semipvp guilds premades trolls, funny right?
...but like all fanboys, game is well, pvp is balanced, NEW nice content is added, guild are filled happy players to do again and again same old repeats...
If steps are taken to improve the PvP experience, even if it is just for fun and not for competitive play, the base will dramatically increase.
And just to point, I am hardly playing NW for competitive PvP, however, it doesn't change the fact that PvP the way it is at the moment isn't fun. I am far gone the years at which I was a competitive player, however, I do want to play for fun and it appear with current mechanics it isn't really fun.
What are the odds that equally geared players face each other and enjoy the match? I would say 1 in 10 judging by my luck with queueing in PvP.
Because the game isn't PvP oriented doesn't make it a reason to avoid making PvP fun to play.
I have already met many players in my guild channel that have said they want to PvP but they just can't be bothered because of the state PvP is and they don't find it fun.
