In tiamat you have two roles. Buff and debuff at the heads phase, and taking aggro from mobs in the cleric phase to save them.
Cleric Phase Stand at the place where the mobs going to spawn, and try keeping them there. You want to avoid the mobs being able to get to the cleric. People around you should kill the mobs. Your job is to keep them where they spawn. Best way to do so is slotting:
Enhanced Mark (Class Feature): extra threat Villan's Menace (Daily): generating threat, great because of AoE Enforced Threat (Encounter): generating threat (AoE) + debuffing mobs + generating stamina Iron Valor (Encounter): extra threat + stamina + damage resistance Aggravating Strike (At-Will): generating threat
Heads Phase Maybe, probably conq gf will go full single target here. But I believe buffing your party and debuffing the heads will be more effective anyway. Use all your marks, they debuff heads and stack. All 25 players take advantage from it. Each stack is a 5% damage reduction debuff*, 10% when you use the proper Artifact Class Feature.
Mark (Mechanic, [TAB]): 5 or 10% debuff Enforced Threat (Encounter): 5 or 10 % debuff Into the Fray (Encounter): 10-80% damage buff (party only) Griffon's Wrath (Encounter): 10% buff for everyone (works only with Crushing Pin, tact feat) Tide of Iron (At-Will): 5% debuff Aggravating Strike (At-Will): 5 or 10% debuff Lantern of Revelation (Artifact): 10-16% buff
*As mobs don't have a defense stat, this actually works as a damage buff for everyone who attacks a marked target.
When I rolling into Tiamat here is what I do and seem quite successful in controlling mobs. I Run Cushing surge (for dragon heads) and Tide of the Iron for my at wills. Dailies I have equip Villains Menace and Fighters Recovery. For my passives I have on Shield Talent and/or steel defense or guarded assault depending on how crowded the cleric I am protecting is. For encounters I have on ITF (have to be a grouped for this to be an option as was stated above and is a great DPS boost granted you have a high DI %), Iron Valor is without a doubt the most important piece of the puzzle (i like to switch out for anvil during when the heads pop) and Enforced threat is the whole thing that bring all the fun to you followed by a villains menace now we are rocking off node and all is happy. I also agree with the lantern without a doubt. And most important hard mark that head every other rotation.
