Understanding Terror Enchantment

I was wondering if anyone had an answer for a question I had regarding the Terror Enchantment, in particular the Transcendent version.
The tooltip says, "You also have a 10% chance to root your target. This root can only occur once every 30 seconds."
On a character like a Scourge Warlock that has a lot of DoTs, does that mean that each tick gives you that 30%? If so, then I would assume it would proc every time you DoTed someone.
