Alright here is the low down. Upgraded to windows 10, did a reset to do a "clean install", using back up disk to load previous steam games. So far I have had no issues with of the steam and other games I have on there. Um I do have a new wireless router one of my games didn't like the 5ghz channel had to use 2.4, tried that with this didn't work. I did the ping test my ping is fine, but ingame its like 150 or 120. But I don't think its the ping but rather hardware/software issue.

updated drivers with recent windows 10 driver. Uh ran catalyst on and off. Switched from auto, to directx 11 and 9. Game runs fine in ULTRA LOW settings. LoL. But for some reason I can not ruh it on high, I messed with different settings still nothing. Verified files. Ran fullscreen and windowed. the fpsgraph shows it spikes sometimes.
When I ran it on windows 7 it, ran very smoothly. only fps drop during ability spams in groups or something like that. But very smooth even in town, I tried running max settings to utlize GPU nothing.
On my GPU monitor it does show it is being utilized. There is this pagefile thing that says it went up to 6000MB have no idea if that's bad lol. Other that the only odd thing is gpu usage seems low. Not sure if that could be a contributing factor either.

HE said he upgraded to win 10 and had huge graphic problems.
I suggested him to upgrade the video driver and everything run smoothly after that.
I dunno which nvidia card he has though.

Memory usage not an issue. CPU usage is only about 30%. GPU is only about 40%. Only game I get low FPS on. FPS in PE is about 15 to 20. I get about 30 FPS outside of PE but do get up to 80 FPS in single player instances. It doesn't make sense to me.
That actually happened before when the Warlock module launched. They switched the UI to be multithreaded or something and they had to throttle it down for AMD FX-8xxx cpus, else it caused the game to stutter really bad.
It makes perfect sense.
Let me try to explain. Your hardware only gives you a maximum potential. Under the most ideal conditions it will perform at a certain level.
However it will not perform equally on various operating systems or with various software. If you look at performance reviews of various graphics cards for instance you will see how much of a difference the software (game code) makes. A GTX 980 Ti might beat out an AMD Fury X in almost every benchmark but there are a few games that it goes from being far behind to being moderately ahead because the software better utilizes the potential for the AMD Fury X.
An operating system is the brain brain of the computer. It controls every single operation. For simplicity sake we can say it the boss of all the software. As such it plays a huge role in performance at least when the operating system is new and not completely optimized for the myriad of hardware combinations.
Your performance in sduhuiawq game means absolutely nothing. All software is unique just like all humans are unique. Your performance using one piece of software does not mean you will get the same performance on a different set of software.
The answer is, and will always continue to be, when a new operating system comes out you are taking the risk of having lower performance than before until the OS manufacturer, Hardware Developers and Software Developers work together to find the solutions to various issues. I might be able to run NW completely fine but I guarantee if I try every game in my steam library I will find at least one game which will have a performance issue caused directly or indirectly by the Windows 10 Upgrade.

This helped me again for some reason, but I'd prefer not to have to disable cores to play. I no longer have any stuttering or audio issues after this.
Edit: Weirdly it also improved my load times.

No need to explain. The problem is apparently PW thinks it is perfectly acceptable to not optimize code when releasing a new module. The game was fine on Windows 10 until this latest module. So its less a Windows 10 problem and more a new patch release problem. I was just adding to this thread because maybe Windows 10 is common denominator with my recent issues but it is probably more realistic to be a poor code optimization and/or missed bug for a major CPU issue.

Long version: I was fed up, spending the past week looking at heat (hwmonitor), in-game settings (even going to low settings), uninstalling and reinstalling video and audio drivers to no effect. After watching my cpu load and continuing to see the problems at their worst when it hit ~35%+ usage I finally went into my bios and turned off all the power related features for my CPU. After rebooting, the problems disappeared. I was getting good performance (for my pc) even in large groups and no audio distortion when effects hit more than a few mobs.
After that, I turned on each setting by itself to test them until I got to CPB Mode. After enabling that, the problems came back to the same degree as before. After turning it off, then turning on the rest of my power management settings, I loaded up Neverwinter and the hitching/audio problems did not come back.
I don't know if Intel CPUs and MB's have a similar feature causing problems but disabling CPB Mode on my AMD FX 8350, BIOSTAR TA970 motherboard totally worked.

Yeah, I guess I didn't communicate clearly. Disabling cores didn't work (at least through task manager options) for me, but disabling CPB mode did. Someone in my guild told me that CPB mode is related to overclocking, I never intentionally overclocked. Even after loading the default bios settings, it left CPB mode enabled.
I was just trying to relate that I isolated it to that for me at least in case that helps anyone else. Power/Energy management settings didn't matter. I had disabled them all with CPB mode disabled as well, and everything worked fine. Enabling just CPB Mode, the problems came back. Since then though, the power management settings have been re-enabled without any problems returning.
I guess it could have been heat, but I checked the temperatures and according to what I could find online they weren't extreme or all that different than the temps now after disabling CPB mode. Maybe my motherboard isn't displaying the right temperatures.
Anyway, thanks for the info. The next time I build a PC, I'm going to double check and make sure the cpu overclocking is turned off. I have no idea why it was turned on by default.
