Can't access well of dragons

What the title says I have completed all mission prior to the update but can't go to the Well of dragons sergeant Knox just says goodbye when I approach him, Sent in a ticket and it wasn't read just some auto reply bs about last nights fix for quests, yeah thats good but that wasn't my Issue. Is there anything else I could be missing

    You don't speak to sergeant Knox....go to Harper Boward, and if you are at least lvl 60 with 10k gs, you will be given the Well of Dragons mission.
