Glitchy-ness with CW Spell Mastery and Spell Twisting

Greetings,
I'd like some other CW's to chime in and see if they notice sometimes that spell twisting isn't applying to their Spell Mastery spell slot. I noticed it last night that sometimes it would randomly stop working on any spell. The only way I could fix it was to take everything off all the hot-bars, then put them all back on, and change zones.
This is highly irritating because I change the spell mastery slot almost every quest depending on what I'm running. It almost makes me want to just perma-slot shield in tab and forget about it, but I'd like to see if any mod/developer/programmer could check it out and see if there's a loose screw somewhere
