I keep hearing (reading) rumors that Neverwinter (Xbox One) is getting a Paladin called the Oathbound ... when it supposed to go public?!

Not for quite some time lol. Next mod MAYBE, so if they follow the pc pattern MAYBE 3 to 6 months.

I've also been asking this question non-stop. If they want to keep players from jumping ship (especially to ESO) they are gonna have to do something to draw us back in. Yeah it's a free game, but I REALLY want to play a paladin!!! Started playing them waaaayy back in EQ days. PC folks have it would be nice if we could get it on Xbox. I submitted a ticket asking when (yeah probably not the best use of a ticket) so if I hear anything I'll post on here.

The Paladins, if you've seen their abilities and feat trees, are very interesting. Their primary stat is Constitution and their secondary stats are Wisdom and Charisma. Tieflings, Half-Elves, Dwarves, and Dragonborn all can fit those stats pretty easily. Unlike other classes, the tactical ability (Left thumb-stick) and Class Mechanic both are affected by the paragon path you choose. They have the potential to fill a tank role (Oath of Protection) or a healing role (Oath of Devotion) and their paragon feats further add to that potential.

Their tactical is held down on PC (so likely will toggle like GF on Xbox) and drains stamina while you're holding it. It creates an area around the Paladin which increases damage resistance by 30% whilst also rapidly healing them. Pretty sure on the PC version it says it affects allies, too. If you choose the Oath of Protection, the effect has you 60% damage resistance and allies gain 20% damage resistance; if you choose Oath of Devotion, the healing of Sanctuary is increased by 500%.

Their class mechanic is Divine Call, which consumes a charge of energy and gives an effect based on your Oath. While you don't have one it does a little of both potential rolls, taunting all enemies within 30' and healing all allies within the same range. Oath of Protection changes the effect to a taunt to all enemies within 30' and you gain 10% increased damage resistance for 10 seconds. While the effect is active you also reflect back 5% of damage you receive to attacks, but only to a max of 5% of their maximum HP. Oath of Devotion makes it a heal to all allies within 30', and any additional uses within 10 seconds heal for 50% more.

As for the paragon paths, you have Justice (a DPS focused path), Bulwark (a tanking path), and Light (a healing path).

Sounds interesting, but I wish the Paladin could use a 2H weapon. :(

People should stop expecting to hop on the xbox and get a pc experience. If no one knew a Paladin was coming then no one would be complaining about not having a Paladin. There are plenty of classes to play already and I can guarantee that unless you are spending an unnecessary amount of real money in the game that you still have plenty of game play left between said characters. Quit asking for everything to come in all at once. You're going to ruin it for us who actually plan on playing this game for a while. They already release content too fast as it is.
